Operating under CTHCA
Members in good standing may operate their trucks under CTHCA by arrangement with the association and the port.
Good standing includes upholding the Code of Conduct, submitting all annual compliance documents by the given deadline and paying annual subs when due. Members who fail to submit their compliance documents in time, or whose subs are still outstanding after the due date will have their membership suspended and penalties may be imposed before membership may be re-instated.
Should you wish to operate under CTHCA the correct procedure must be followed.
The requirements are:
- Requests may only be made via email. If you use a Gmail, Yahoo or Mweb account please identify your companyin the request and ensure that the subject line makes the purpose of the email clear i.e. “Assign to CTHCA”. No telephonic or Whatapp requests will be actioned by the association or the port.
- Requests may only be made by a member; no third-party requests will be accepted. If a sub-contractor does a job for someone else and needs to transfer back to CTHCA the request must be made by the member under whom he is listed.
- When a vehicle that has been operating under CTHCA is sold or scrapped the association must be informed as soon as possible.
- The port will only accept requests to transfer vehicles to CTHCA that have been authorised by the association.

- Please do not include cptdoccentre@transnet.net as this address goes to too many recipients, none of whom are authorised to make the necessary change on Navis.
- Please don’t send your requests to admin@harbourcarriers.org.za as it is not monitored all hours.
- No transfers will be made by the port before 8.00 am or after 4.00 pm on weekdays and before 8.00 am or after 12.00 pm on weekends and public holidays so please plan ahead and send your request timeously.
Sub Contractors
- Members are not permitted to add more than two sub-contractors from the same company under their membership. Please rather encourage your subbies to join the association directly.
- Each time a new sub-contractor is added an admin fee of R390.00 will be charged to cover the administrative costs even if you have more than ten trucks listed under your membership.
- Members may not pass on the cost of admin fees to their sub-contractors. The member must cover the admin fee and accept full responsibility for the actions of their sub-contractors whilst operating under CTHCA.
- To add a sub-contractor the member must update their spreadsheet with the subbie’s full contact details, physical address, contact no. email address, ID No. and nationality and send it to the association with a copy of the truck’s current license document. There must be a direct link between the ownership details on the license document and the sub-contractor, either the subbie’s name or the company name. (See “How to update your spreadsheet” for guidance)
- It is the member’s responsibility to ensure that all relevant information relating to operating under CTHCA is communicated to their subbies as soon as possible.
- Members must ensure that their sub-contractors are familiar with the Code of Conduct and that their behaviour and actions whilst in the port or at the depots does not bring the association into disrepute.
- If a sub-contractor is no longer used by a member the association must be notified immediately.
- Your vehicle spreadsheet must be kept up to date at all times. It must include any regular sub-contractors (names, physical address and contact no) that you use. Transfer requests for registration no’s not on your spreadsheet will not be actioned.
